No. Energy star is the United States certification mark, and thus cannot be used as proof of compliance with the EU directive. Currently the only can be used as the attestation of conformity of mark is the European ecolabel.

According to the ErP 2005 / 32 / EC regulations appendix four interior design control procedures for product conformity assessment.
The most simple and effective conformity assessment method is according to the EuP law annex four, i.e.:
1 to provide products LCA ( life cycle assessment report environmental footprint )
2 provide rules for the implementation of ecological design requirements for the test report
3 to provide the requirements of the relevant information
